<content:encoded><![CDATA[<p><strong>JAKARTA, <a href="https://en.cilacap.info" aria-label="<a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a>">CILACAP.INFO</a> &#8211; </strong> &#8211; Commission IV DPR RI approved Budget Ceiling for Ministry of Agriculture (Kementan) in 2021 RKAKL of IDR 21.83 trillion. Later on, budget ceiling will be used to carry out work plans to accelerate economic recovery and social reform.</p>
<p>&#8220;Commission IV of Indonesian House of Representatives hereby approves Budget Ceiling for Ministry of Agriculture of Rp. 21.83 trillion,&#8221; said Deputy Chairman of Commission IV DRP RI, Dedi Mulyadi, Monday, September 21, 2020.</p>
<p>Dedi explained that composition of budget is divided per Echelon which includes Secretariat General (Sekjen) of Rp 1.7 trillion. The Inspectorate General (Irjen) of Rp. 164 billion. The Directorate General of Food Crops Rp 4.91 trillion and Directorate General of Horticulture Rp 1.14 trillion.</p>
<p>Then there is also a budget at Directorate General of Plantation which reaches IDR 1.61 trillion, Directorate General of Animal Husbandry and Animal Health IDR 2.13 trillion, Directorate General of Agricultural Infrastructure and Facilities IDR 5.27 trillion, Food Security Agency IDR 767 billion, Quarantine Agency. Agriculture as much as IDR 1.11 trillion, Agricultural Research and Development Agency IDR 1.67 trillion, and Agricultural Extension and Human Resources Development Agency IDR 1.33 trillion.</p>
<p>Regarding this, Minister of Agriculture (Mentan) Syahrul Yasin Limpo said that work focus of Ministry of Agriculture includes national work priorities, namely strengthening economic resilience for quality and equitable growth.</p>
<p>In addition, he said, there are two other priority programs that are interrelated with main priorities such as increasing availability of access and quality of food consumption as well as increasing added value, employment, investment in real deposits and industrialization.</p>
<p>&#8220;We have been able to achieve a lot from this time, for that I hope Ministry of Agriculture and Commission IV will continue to work together to advance Indonesia agricultural sector,&#8221; he said.</p>
<p>In same place, Member of Commission IV DPR RI, Suhardi Duka, assessed that approved budget could be implemented properly. This, said Suhardi, can be seen from increase in Farmers Exchange Rate (NTP) from year to year which has a direct impact on welfare of Indonesian farmers.</p>
<p>&#8220;This budget has been given for benefit of farmers, for that we have to make sure that farmers are no longer in trouble. We have to give whatever farmers need because this is related to national interest,&#8221; he concluded. (*)</p>

<content:encoded><![CDATA[<p><strong>JAKARTA, <a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a></strong> &#8211; Jakarta &#8211; The Covid 19 Task Force of Ministry of Agriculture (Kementan) is moving quickly to carry out tracing and isolation, so that spread of virus does not spread. This was conveyed by Minister of Agriculture (Minister of Agriculture), Syahrul Yasin Limpo (SYL) when checking security and other supporting facilities in environmental buildings of Ministry of Agriculture (Kementan) Headquarters as an early effort to prevent fires and spread of Covid-19 outbreak, Monday (24/08/2020). This check is also to ensure health protocol within Ministry of Agriculture is actually implemented properly. </p>
<p>&#8220;We are continuously actively reminding vigilance at work. Health protocols remain strictly enforced, even though they have to work alternately in office,&#8221; said Minister of Agriculture SYL when checking health system and fire threat protection, when asked by media at C Kanpus building of Ministry of Agriculture, Monday (24/08/20).</p>
<p>At this check, Minister of Agriculture SYL was accompanied by Secretary General of Ministry of Agriculture, Momon Rusmon, Director General of Plantation Kasdi Subagiyono, Head of General and Procurement Bureau, Maman Suherman and Head of Public Relations and Public Information Bureau, Kuntoro Boga Andiri. The Minister of Agriculture SYL also checks condition of building and its facilities, such as alarms, smoke and heat sensors in building, readiness of hydrants and warehouse for hydrant water pump machines.</p>
<p>&#8220;So our facilities are complete and condition is ready to go. We are anticipating fire-prone conditions early. But we hope that things that are not desirable will not happen,&#8221; explained SYL. Regarding prevention of Covid 19, Minister of Agriculture SYL said, Ministry of Agriculture regularly conducts rapid tests and SWAB tests for every employee of Ministry of Agriculture. In addition, Ministry of Agriculture also continues to sterilize buildings after working hours to keep work spaces safe from threat of Covid-19.</p>
<p>&#8220;Every month we have checked through rapid tests and SWAB tests. However, we cannot watch every employee 24 hours because they are also at their home, going to market, or other places,&#8221; he explained.</p>
<p>Apart from that, agricultural sector also requires that there be fields in various regions to maintain food conditions, such as farmers in fields. However, Minister of Agriculture said that his staff always implement health program according to government recommendation.</p>
<p>&#8220;From last SWAB test, there are indeed several employees who are positive and now they have received treatment. The room has also been sterilized again. The division between WFH and WFO also continues as before,&#8221; explained SYL.</p>
<p>On same occasion Secretary General of Ministry of Agriculture, Momon Rusmono said that as an anticipatory step, ranks of Ministry of Agriculture were constantly asked to take strict preventive measures. First, spraying disinfectants to all rooms at Ministry of Agriculture Head Office.</p>
<p>&#8220;Second, strict health protocols in every room, including enhancing immunity of each employee,&#8221; he said.</p>
<p>Third, continued Momon, namely making WFH arrangements, while still being able to complete work / tasks. Fourth, reduce activities that are physical meetings (preferably use virtual). Fifth, get more employees to do a rapid test.</p>
<p>&#8220;The health protocol must apply, maintain immunity with vitamins and good nutrition. Our employees have been asked to be more careful. The handling is carried out optimally,&#8221; said Momon.</p>
<p>In addition, Momon said that latest information on infected employees is currently in self-medication and isolation, considering that on average they do not show symptoms of illness.</p>
<p>&#8220;We continue to prioritize safety of employees of Ministry of Agriculture. Hopefully, with steps that have been taken, employees are safe and Ministry of Agriculture can avoid spread of Covid-19,&#8221; he said. (*)</p>

<content:encoded><![CDATA[<p>JAKARTA, <a href="https://en.cilacap.info" aria-label="<a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a>">CILACAP.INFO</a> &#8211; In current era of global and digitalization, public information disclosure is very important and unavoidable. For this reason, Ministry of Agriculture Food Security Agency (BKP) is committed to providing best service to public information applicants.</p>
<p>As stated by Head of BKP in webinar &#8220;Public Information Openness in New Normal Era, Innovation and Strategy&#8221; in Jakarta, Friday (July 17, 2020).</p>
<p>This event is not only as an effort to increase in providing public information services in accordance with mandate of Law No. 14 of 2008 on Public Information Openness, but also as a form of implementation of public information services when co-19 pandemic demands innovation, so that information applicants can be served with well.</p>
<p>In BKP, for example, public service registration of Fresh Food of Plant Origins in Central and Regional, which was previously mostly offline, since covid-19 pandemic continues to be served online.</p>
<p>Associated with destruction of Enoki mushroom from South Korea in June 2020, BKP also made a quick response in providing public information, so that community gets complete information, feels calm and safe.</p>
<p>According to Agung, services provided are a commitment in public information disclosure, which has become part of spirit of BKP activities.</p>
<p>&#8220;I have already warned and obliged that, every activity carried out, it must be immediately published, so that public does not ask questions and seek information, because everything is available.&#8221; Said Agung.</p>
<p>Agung explained, that through public information disclosure, public would know what activities were carried out, so that in end they could know, follow and support what was done.</p>
<p> L&#8221;The existence of community support and participation is very important to strengthen national food security which we continue to do.&#8221; Explained Agung.</p>
<p>Meanwhile, Cecep Suryadi from Public Information Commission said that during corona virus pandemic issue of food security was of public concern, therefore full and clear information had to be given to public.</p>
<p>According to Cecep, if in past all information was closed, there was a rejection due to state secrets for a permanent period of time, since existence of FOI Law all information was open, except information that was excluded.</p>
<p>&#8220;So, this public information service is very important and must be managed by Public Agency as well as possible.&#8221; Said Cecep.</p>
<p>The Head of Public Relations and Public Information Bureau, Kuntoro Boga Andri as Main Information and Documentation Management Officer (PPID) of Ministry of Agriculture expressed his appreciation of public information services provided, especially since commitment had been signed by all officials at BKP.</p>
<p>&#8220;In covid 19 pandemic era, issue of food security is attracting public attention, so information services need to be managed as well as possible, so that people can understand an issue completely and clearly.&#8221; Kuntoro said.</p>
<p>In this webinar Head of Department of Food Security Jambi Amir Hasbi said. His institution continued to be committed to providing public information to public.</p>
<p>&#8220;All activities we do, we always publish so that people know what we are doing.&#8221; He said.</p>
<p>The same thing was also said by Head of Gorontalo Province Food Security Service Sutrisno.</p>
<p>&#8220;The publication of food security is currently being intensively carried out by us, so that public knows what we are doing.&#8221; Sutrisno said.</p>
<p>The webinar program began with signing of a commitment to public information disclosure by all officials at BKP.</p>

<content:encoded><![CDATA[<p>JAKARTA, <a href="https://en.cilacap.info" aria-label="<a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a>">CILACAP.INFO</a> &#8211; International collaboration, both between countries and institutions, is needed in order to develop a COVID-19 vaccine quickly, said Presidential Chief of Staff, Moeldoko, on Wednesday.</p>
<p>&#8220;We must immediately find a vaccine to end this pandemic. Collaboration between countries and international institutions is very important as (part of) efforts to find this vaccine in a short (frame of) time,&#8221; Moeldoko said during his meeting with chairman of COVID-19 Research and Innovation Consortium at Bina Graha Building in Jakarta.</p>
<p>Moeldoko said whole world is currently racing to produce a COVID-19 vaccine. Likewise, Indonesia is also conducting research so that it can produce its own vaccine, given large size of its population, he added.</p>
<p>The effort towards local vaccine production is intended to identify certain types of vaccines that are suitable for coronavirus strain seen in Indonesia, which may show different characteristics compared to other types of virus strains reported in other countries, he continued.</p>
<p>The push for vaccine is in line with President instructions to accelerate handling of COVID-19 and support public health.</p>
<p>In addition, development of a vaccine is part of efforts to build national independence in health sector.</p>
<p>&#8220;The development of a COVID-19 vaccine is also a matter of health sovereignty and national pride,&#8221; Moeldoko said</p>
<p>Since beginning of pandemic, Presidential Staff Office has coordinated with various parties, ranging from ministries and government agencies, Task Force, hospitals, universities, and industry in responding to coronavirus pandemic, which has spread rapidly.</p>
<p>&#8220;From beginning, we formed COVID-19 Integrated Information Center (PINTER) as official communication media (center) for handling corona. In addition, we also distributed protective equipment, medical devices, and masks directly to various hospitals and communities,&#8221; Moeldoko said.</p>
<p>Meanwhile, chairman of COVID-19 Research and Innovation Consortium, Ali Ghufron Mukti, explained that in developing COVID-19 vaccine in Indonesia, government has entered into two forms of collaboration, namely domestic and international.</p>
<p>&#8220;It must be ensured that international collaboration in developing vaccines truly benefits Indonesian people,&#8221; Ali Ghufron Mukti said.</p>
<p>According to Ali, LBM Eijkman is currently developing a vaccine through sub-unit method of recombinant protein, using a coronavirus strain originating from Indonesia. This method was chosen because Indonesia has required technology and experience to use it, and it is accustomed to developing vaccines using that technique.</p>
<p>Indonesia has also entered into international collaborations for developing a COVID-19 vaccine: PT Kalbe Farma has tied up with Genexine, PT BCHT with China National Biotech Group Company Limited, PT Biofarma with Sinovac, and PT Biofarma with CEPI.</p>
<p>Until now, Indonesia has submitted 16 Whole Genome Sequences (WGS) to Global Science Initiative and Primary Source for Genomics (GISAID). Ten of WGS are result of research conducted by LBM Eijkman, while 6 WGS have been submitted by Airlangga University. (Antara)</p>

<content:encoded><![CDATA[<p>JAKARTA, <a href="https://en.cilacap.info" aria-label="<a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a>">CILACAP.INFO</a> &#8211; The Jakarta Metropolitan Police, until Monday, identified only 19 of 305 children sexually molested by French citizen, Francois Abello Camille (FAC), alias Frans (65), who died in hospital, Sunday, following attempted suicide in police detention.</p>
<p>&#8220;We will continue to identify victims. They are our citizens. All are our children,&#8221; spokesman of Jakarta Police Senior Commissioner Yusri Yunus affirmed here on Monday.</p>
<p>Yunus said on basis of indecent videos that investigators found on Frans&#8217; laptop, he had molested 305 children.</p>
<p>The police are encountering difficulties in identifying children, as they do not possess electronic ID cards.</p>
<p>Yunus pointed out that despite children faces being visible in videos, tracing them was a tough task since they did not hold ID cards.</p>
<p>The Ministry of Social Affairs is expected to assist children once they are identified, he confirmed.</p>
<p>&#8220;The Minister of Social Affairs has said that we (police) need to establish cooperation with Ministry of Social Affairs and PPA (Ministry of Women Empowerment and Child Protection) for facilitating trauma healing process of victims,&#8221; he stated.
The Jakarta Metro Police Criminal Investigation Unit arrested Frans in June 2020 at a hotel in Jakarta where they found two underage girls in his room.</p>
<p>Based on police’s investigation, suspect approached street children and lured them by offering them work as models.</p>
<p>Those consenting to sex with him would receive between Rp250 thousand to Rp1 million (US$17-70), whereas those not complying with his sexual demands would be beaten, slapped, and kicked by suspect.</p>

<content:encoded><![CDATA[<p>Jakarta <a href="https://en.cilacap.info" aria-label="<a href="https://en.cilacap.info" aria-label="Cilacap.info English">Cilacap.info English</a>">CILACAP.INFO</a> &#8211; Istiqlal Mosque grand imam, Professor KH Nasaruddin Umar, urged Indonesian Muslims nationwide to perform Idul Fitri prayer at home rather than at mosques and fields to halt spread of new coronavirus disease.</p>
<p>At a regular press conference of Indonesian Government COVID-19 Task Force in Jakarta on Saturday, Umar stressed that Idul Fitri prayer is not mandatory but instead a &#8220;sunnah,&#8221; or voluntary act of worship.</p>
<p>&#8220;I deem it necessary to remind all that Idul Fitri prayer is &#8216;sunnah&#8217; while maintaining health of families and ourselves is &#8216;wajib,&#8217; or a mandatory act of worship,&#8221; he noted.</p>
<p>Umar laid emphasis on prioritizing mandatory acts. To this end, he appealed to members of Muslim community to perform their Idul Fitri prayer at home rather than in crowds to stem spread of coronavirus outbreak among members of congregation.</p>
<p>&#8220;We are not allowed to be selfish in practicing religious teachings. Perhaps, we are rewarded profusely at mosque. However, while arriving home, we transmit disease to our beloved relatifes and also to our parents, who are vulnerable to contracting infection,&#8221; he pointed out.</p>
<p>If they were to contract deadly virus, it would become increasingly difficult to forecast whether they will be able to meet for holy fasting month of Ramadhan again next year. &#8220;Let us pray that next year Ramadhan will not be like this year&#8217;s,&#8221; Umar stated.</p>
<p>Muslims are advised to strive to take decisions that will shape their destiny for better. Thus, performing Idul Fitri prayer at home is highly recommended. The &#8220;takbiran&#8221; event that features a recital of &#8220;Allahu Akbar&#8221; (God is great), may also be held at home, he remarked.</p>
<p>Last year, &#8220;takbiran&#8221; event was held in mass gatherings at mosques and on streets on eve of Idul Fitri celebrations that mark end of Ramadhan.</p>
<p>Since past three months, Indonesia has been battling spread of new coronavirus disease (COVID-19). The Indonesian government officially announced country first two confirmed COVID-19 cases on March 2, 2020.</p>
<p>This deadly coronavirus surfaced in Wuhan in end of December 2019, but China lack of transparency and goodwill to tell truth of human-to-human transmissions from start has resulted in its spread worldwide.</p>
<p>To stem spread of coronavirus disease, it has enforced large-scale social restrictions and distancing measures in several cities, including Jakarta, Bogor, Bekasi, Surabaya, and Makassar.</p>
<p>In breaking chain of COVID-19 pandemic, East Java provincial government also send homebound travelers arriving from abroad and other parts of Indonesia for a 14-day quarantine at observation centers across province.</p>
<p>A total of 7,387 villages and neighborhoods in East Java have set up observation rooms where homebound travelers can be quarantined for 14 days, according to East Java provincial government. (Antara)</p>
